Вопрос об эпидемиях не прост. Всегда найдутся люди, которые не болеют данной эпидемией вообще, потом найдутся те, кто является переносчиком эпидемии, но при этом абсолютно здоров, найдутся те, кто является переносчиком и болеет.
Решение вопроса по эпидемиям решается так, если возможно сделать прививку от эпидемии, то эту прививку делают и всех прививают. Если нельзя сделать прививку от эпидемии, то без прививки обходятся.
Ещё методы - прекращение контакта с возможной заразой (карантин, бегство, уничтожение источника, гигиена, ограгничение контактов).
